ans.<\/mark><\/strong><br>En attendant la nouvelle version, l&rsquo;ancien  <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">D<\/mark><\/strong>ocument d&rsquo;<strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">I<\/mark><\/strong>nformation droit \u00e0 l&rsquo;information sur les risques majeurs naturels et technologiques auxquels elle est soumise dans certaines zones du territoire et sur les mesures de sauvegarde qui la concernent<\/em>&nbsp;\u00bb.<br><br>Inscrite dans le code de l\u2019environnement, la r\u00e9alisation du DICRIM est une&nbsp;<a href=\"https:\/\/www.georisques.gouv.fr\/agir-sur-mon-territoire\/les-obligations-reglementaires-de-linformation-preventive\" target=\"_blank\" rel=\"noopener\">obligation r\u00e9glementaire<\/a> pour toutes les communes expos\u00e9es \u00e0 au moins un risque majeur. L\u2019objectif est d\u2019informer la population (administr\u00e9s, touristes\u2026) de l\u2019existence de ce(s) risque(s) et des mesures de pr\u00e9vention, de protection et de sauvegarde mises en place. <mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">Il contribue ainsi \u00e0 responsabiliser chaque citoyen pour sa propre mise en s\u00e9curit\u00e9<\/mark>, renfor\u00e7ant l\u2019efficacit\u00e9 des mesures mises en \u0153uvre par la collectivit\u00e9 dans le cadre de son plan communal de sauvegarde (PCS). <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">Le maire fait conna\u00eetre le DICRIM au public par tout moyen appropri\u00e9 <\/mark><\/strong>(sites internet, \u00e9v\u00e9nements municipaux, distribution de plaquettes, etc.).<br><br><strong>Le maire met en \u0153uvre <mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">au moins une fois tous les 2 ans des actions de communication par tout moyen appropri\u00e9<\/mark><\/strong>&nbsp;visant \u00e0 transmettre \u00e0 la population les informations contenues dans le DICRIM (affichage, r\u00e9unions publiques, site internet, applications, &#8230;).<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-style:normal;font-weight:700;text-indent:0px\">2 . <mark style=\"background-color:rgba(0, 0, 0, 0);color:#000000\" class=\"has-inline-color\">Zoom :<\/mark> Financement des petits investissements<\/p>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<ul secr\u00e9tariat ne r\u00e9pondraient plus \u00e0 des recommandations de poste de travail ergonomique, permettre une meilleure circulation et confidentialit\u00e9 accrue par des cloisons modulables.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-mono-1-color has-text-color has-link-color wp-elements-7 wp-block-paragraph\" style=\"font-style:normal;font-weight:400\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">Financement pr\u00e9vu madame la Maire. <\/li>\n<\/ul>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-primary-hover-color has-text-color has-link-color wp-elements-8 wp-block-paragraph\" style=\"font-style:italic;font-weight:400\">Nous pouvons nous interroger sur le caract\u00e8re prioritaire de cet investissement qui serait indispensable pour \u00ab\u00a0lib\u00e9rer du temps aux employ\u00e9s communaux qui n&rsquo;auraient plus la tonte \u00e0 r\u00e9aliser au stade. <\/p>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-mono-1-color has-text-color has-link-color wp-elements-9 wp-block-paragraph\" style=\"font-style:normal;font-weight:400\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">Financement pr\u00e9vu <\/mark>:<br>Fonds de pr\u00e9vention : mat\u00e9riel de nettoyage \u00e9tait conditionn\u00e9 \u00e0 l&rsquo;obtention d&rsquo;une subvention du <strong>Fonds d&rsquo;Equipement des Communes <\/strong>(FEC) : Il fallait une <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">d\u00e9pense minimum de 8.349\u20ac<\/mark><\/strong> pour obtenir <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">une aide de 6.679\u20ac<\/mark><\/strong> <br>Il faut savoir que la commune d&rsquo;Ygos a sollicit\u00e9 le <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">Fonds Concours pour un montant total de 50.000\u20ac<\/mark><\/strong> dont <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">15.000\u20ac <\/mark><\/strong>ont d\u00e9j\u00e0 \u00e9t\u00e9 affect\u00e9s au projet de la<strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\"> cuisine centrale<\/mark><\/strong> qui doit \u00eatre construite \u00e0 Arengosse.<br><br>Madame Villeneuve-Laboulais, \u00e9lue de l&rsquo;opposition a demand\u00e9 \u00e0 ce que soit mentionn\u00e9 dans la d\u00e9lib\u00e9ration que les achats des \u00e9quipements financ\u00e9s en partie par diff\u00e9rents fonds soient conditionn\u00e9s \u00e0 l&rsquo;<strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">obtention des dites Le fonctionnaire n\u2019ayant <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">aucun droit \u00e0 r\u00e9int\u00e9grer son ancien poste<\/mark><\/strong> mais seulement \u00e0 <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">retrouver un emploi de son grade<\/mark><\/strong>, la collectivit\u00e9 peut le <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">publier comme vacant<\/mark><\/strong> et le pourvoir par une offre d&#8217;emploi  <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">permanent<\/mark><\/strong> :<br>     \u27a4  pour un autre<strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\"> fonctionnaire<\/mark><\/strong>, recrut\u00e9 selon les r\u00e8gles classiques du statut,<br>    \u27a4  pour un agent <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">contractuel<\/mark><\/strong>, mais <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">uniquement \u00e0 titre temporaire, dans l\u2019attente d\u2019un recrutement statutaire <\/mark><\/strong>(article L.332-14 du CGFP \u2013 CDD d\u2019un an, renouvelable une fois) ; <br>   \u27a4  pour un agent <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">contractuel<\/mark><\/strong> <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">\u00e0 titre permanent<\/mark><\/strong>, si l\u2019un des cas d\u00e9rogatoires list\u00e9s \u00e0 <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000044426698\/2023-12-20\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-mono-1-color\"><strong>l\u2019article L.332-8 du CGFP<\/strong><\/mark><\/a><mark style=\"background-color:rgba(0, 0, 0, 0);color:#ff6900\" class=\"has-inline-color\"> <\/mark>est rempli (ex. : commune de moins de 1000 habitants, temps partiel &lt; 50 %, besoins sp\u00e9cifiques\u2026).<\/p>\n\n\n\n<div style=\"height:31px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-primary-hover-color has-text-color has-link-color wp-elements-12 wp-block-paragraph\" style=\"font-style:italic;font-weight:400\">Dans le cas pr\u00e9sent, <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">le choix de la mairie a \u00e9t\u00e9 de remplacer un agent titulaire<\/mark><\/strong> partant en disponibilit\u00e9 pour convenance personnel au 1er Septembre 2026 par <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">un CDD <\/mark><\/strong> <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">d&rsquo;un an <\/mark><\/strong>comme le stipule l&rsquo;offre d&#8217;emploi  n\u00b0O040260626000843 du 26\/06\/2026, pass\u00e9e une semaine avant le conseil municipal du 4 juillet.<br><br><strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">Retour en 2019 (mandature de monsieur Dargelos) <\/mark><\/strong>:<br>L&rsquo;agent partant en disponibilit\u00e9 a \u00e9t\u00e9 recrut\u00e9 par l&rsquo;adjointe au maire en charge des affaires scolaires et de la jeunesse, actuellement maire de la commune. Cet agent \u00e9tait <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">uniquement affect\u00e9 au p\u00e9riscolaire et au centre de loisirs<\/mark><\/strong>, dipl\u00f4m\u00e9 du BAFD (Brevet d&rsquo;Aptitude aux Fonctions de Directeur).<br><strong>Alors pourquoi l&rsquo;avoir recrut\u00e9 comme <mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">adjoint technique<\/mark> et non comme <mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">directeur du p\u00e9riscolaire ou a minima comme animateur <\/mark>?<\/strong><br><br><strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">Retour au conseil municipal du 4 juillet 2026<\/mark><\/strong> :<\/p>\n\n\n\n<p class=\"has-mono-1-color has-text-color has-link-color wp-elements-13 wp-block-paragraph\" style=\"font-style:normal;font-weight:400;text-indent:0px\">Extrait du PV du 4 juillet 2026 : <br>\u00ab\u00a0Madame la Maire explique d&rsquo;un agent a sollicit\u00e9 une disponibilit\u00e9 d&rsquo;une dur\u00e9e d&rsquo;un an. Elle indique qu&rsquo;il est n\u00e9cessaire de cr\u00e9er un poste afin d&rsquo;assurer la continuit\u00e9 de service. (article 1)  en contradiction avec l&rsquo;article 6 qui pr\u00e9voit un loyer de <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">300\u20ac\/mois<\/mark><\/strong> pour une <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">superficie de 109,5m<sup>2<\/sup>,<\/mark><\/strong> ce qui est bien en dessous des prix du march\u00e9. <\/li>\n\n\n\n<li style=\"font-style:italic;font-weight:400\">Il n&rsquo;est pas mentionn\u00e9 <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">les conditions de r\u00e9actualisation annuelle du loyer <\/mark><\/strong><\/li>\n\n\n\n<li style=\"font-style:italic;font-weight:400\">L&rsquo;article 7 a \u00e9t\u00e9 ajout\u00e9 par madame la Maire : Il stipule l&rsquo;engagement financier de la commune, plafonn\u00e9 \u00e0 2.000\u20ac par an et par place soit un <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">montant maximal de 24.000\u20ac.<\/mark><\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"has-primary-hover-color has-text-color has-link-color wp-elements-17 wp-block-paragraph\" style=\"border-top-width:4px;border-left-width:4px;margin-top:0;margin-bottom:0;font-style:italic;font-weight:400;text-indent:0px\">Madame la Maire ne pouvait pas introduire cet article dans une convention de mise \u00e0 disposition d&rsquo;un local  municipal.<br>En effet, conform\u00e9ment aux textes en vigueur, toute <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\" class=\"has-inline-color\">subvention sup\u00e9rieure \u00e0 23.000\u20ac <\/mark><\/strong>doit faire l&rsquo;objet d&rsquo;une <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#cf2e2e\"
